Under the new law, there would be a check-cashing license for businesses that charge a fee for cashing a check, and a deferred deposit license for payday loan providers that offer high-interest, short-term loans.But a last-minute amendment to the bill by the state Senate president would now in effect ban new payday loan providers. That addition states that there won’t be any new permanent deferred deposit licenses. That means a temporary moratorium on new payday loan licenses would now be permanent.That temporary moratorium for new licenses went into effect in 2009 and will expire this summer.“We’re not going to do anymore payday lenders after,” said Sen. Rick Girdler, R-Somerset, who sponsored the bill and is vice chair of the state Senate Banking and Insurance Committee.Payday loan providers that already have a state license are allowed to continue to operate.Girdler explained how many Kentucky lawmakers were thinking in passing the bill. “I think the majority of the Senate wanted [the possibility of new licenses] to be done away with. And probably it is a good thing.”In 2009, payday loan providers actually welcomed the moratorium, and were critical of the new interest limits that consumer advocates and some lawmakers wanted to impose on the industry in the state.Since then, additional APR caps on payday loans have not been installed in Kentucky. Payday loan providers operating in the state can still charge upward of 450 percent in annual interest.Previous legislation to pass a 36 percent interest cap, long viewed by consum er advocates as an acceptable limit, has stalled in the legislature.The state does have a payday lending database, though.  The Kentucky Deferred Presentment Transaction Database was created by the Kentucky Legislature in 2009. Two of these stories were The Cask of Amontillado and The Raven. In these short stories Poe uses imagery in many different forms to enhance the mood and setting of the story. In my essay I will approach three aspects of Poes use of imagery. These three are when Poe uses it to develop the setting, to develop the mood, and to develop suspense. Maria Kizito and Hotel Rwanda are true accounts of two isolated events that took place in Rwanda during a genocide in 1994 where nearly one million innocent people lost their lives. Maria Kizito is a play that focuses mainly on the trial of a catholic nun, Maria Kizito, who was charged and found guilty of promoting and facilitating the murder of seven thousand refugees who sought shelter from Hutu extremist at a local convent (Kizito 178). It becomes more difficult when a non-custodial parent stops making court-ordered child support payments that the family depends on. One would think that a government funded program that claims to provide the same variety of services to both welfare and non-welfare recipients would be beneficial in retaining the support from the non-residential parent. However, this is not true in all child support cases. Single-family households, who do not receive their child support, are living in poverty because child support specialists are overwhelmed with welfare cases that they make a priority. They also expect the specialists to view their case monthly to ensure policies are being enforced within thei r case. All You Zombies Essay In the story, All You Zombies, there are many paradoxes that Heinlein touches upon. One being, the ability to travel back and forth through time. This jumping from one time to another would allow one to arrive at a time that he or she is already in causing there to be two of the same person at once. In fact, this is the scenario that occurs in the short story. It all starts when the bartender approaches a sad soul setting at the bar. He asks the fellow to tell him what is wrong. Though reluctant to, the gentleman does after being persuaded to by a bottle of wine. The deal was that if his story was worse then the bartenders he could keep the bottle all for himself. This is a paradox because the reader finds out later in the story that both men are one in the same with the held of time travel. The bartender knowing this has nothing to loose because either way he wins the bottle of wine. Time travel, in this story, is symbolized by the ring that the bartender wares. Like the ring, with no end or beginning, time, through time travel has no end or beginning allowing one to travel through out time with no interruptions. The ring was also said to be warn to keep women off. This being that the bartender himself was once a woman(Jane) before he had an, unwilling operation. This operation was done after Jane had a caesarean and the doctor found out that she had two full sets of organs. When Jane awoke to the bad news she was wrapped tightly in bandages causing her, know a him, to feel Like a mummy. This mummy like feeling is the symbolism for the rest of his life. Once a she now being restricted into a mans body with his life and his fate sealed with him in the bandages. Another paradox is when he says to the bartender, after being interrupted by him, Whos telling this story? Although the reader, like the story teller, does not know that in fact, he is the bartender. So they are both telling the storybecause they are one in the same. This is made possible again by time t ravel, allowing him to be at two place at onetime. The mystery finally unravels for him and the reader with this comment, Now you know who he is and afteryou think it over youll know who you are . . . and if you think hard enough, youll figure out who the baby is . . . and who I am. With these words he came to realize that they are all one in the same. Though he is manydifferent people at once he still feels alone missing the innocent, childishness that he once had. This is apparent when hesays, There isnt anybody but me Jane-here alone in the dark. This time travel all took place because the characterneeded to tell his sad story to someone. Being that he himself is the only one that would understand, he traveledback in time to talk it over with himself. Robert Heinlein does a good job keeping the reader in suspense by notallowing him or her to know that the characters are one is the same.

A View from The Bridge by Arthur Miller After reading Arthur Miller's play "A view from the bridge," I am convinced that the most striking character is Marco. He is an Italian immigrant that moved illegally to the United States with his brother Rodolpho to work as longshoremen, since at the time (the play was written in 1955) his country of origin, Italy, was going through a major economic depression because of the outcome of World War II. In the play, we are told that Marco's plan is to make enough money to survive and be able to send some of that money to his wife and his three kids back in Italy, who are starving. Marco physically resembles the Sicilian stereotype, with dark skin and dark hair. He is also very strong and he could easily "load the whole ship by himself."(pg.541) In this play, the author uses plot, dialog, actions and symbolism to emphasize Marco's honor which, in my opinion, is his prominent characteristic. Throughout the play, we can clearly see that the plot helps us develop Marco's character in our imagination. For example, he is an illegal alien, and this might give the reader a less honorable view of him, and it might justify Eddie's action. But the fact that Marco left his family to give them support and to save his oldest son who is "sick in the chest," (pg. 535) makes the reader forget about his illegal stay and makes his status rise to the one of a hero. In this play, Marco's actions lead us to the discovery of a violent side which he uses to defend his honor in a number of occasions. For example, when he challenges Eddie to lift the chair at the end of the first act, we understand that he did it to save his brother's face and his family's honor. In addition, the killing of Eddie by Marco's own hands at the end of the play, is the final display of his character. Marco's character is definitely expressed more by his actions than by his words. He is very strong, and he is obviously aware of that, but doesn't like to show it in words, or brag about it. In fact, when Eddie was making fun of his brother Rodolpho, instead of replying to him in words, he chose to use his strenght to get his point across by lifting the chair. In addition, Marco doesn't talk about his family much; instead, he works as hard as he can, and that is enough to show everybody how much he cares about them. As a final insult to Eddie, Marco chooses to spit in his fac e in front of everybody. This is because in the Italian culture, that act is considered as an extreme expression of anger toward a person, and it is rarely left without punishment. In addition, the action of going to the church before facing Eddie shows us that he is very religious and cares about his soul. Marco is a very honorable man and believes in his tradition, and the author shows us that through a number of symbols. For example, spitting on Eddie's face once he realizes that Eddie turned him and his brother to the police is a symbol of disgust and revolt for Eddie's actions. In addition, at the end of the play, we are told that Marco went to church before going to talk to Eddie. This action tells us that Marco is ready to give up his life and commit a mortal sin to defend his honor, because what Eddie has done, the breaking of the "omerta'", the breaking of trust, is something that in his culture must never be left unpunished. Throughout the first act of the play, Marco is only referred as a flat character and the only time we are really aware his persona and his strength is at the end of the first act, when he lifts a chair over his head and makes it seem like a challenge to Eddie, as a response for mocking Rodolpho. Their eyes are opened to the world surrounding them in way which proves to be a decisive action.   In the first story of Ermanno Olmi, a 60 year Pharmacologist recognized as The Professor cannot focus on the report he wants to write for a company he visited because of the intuition on him by a beautiful and kind P.R women who saw him off at the train station. As the train leaves the station, he recalls the moments between the two, gestures and looks whose implication could be taken more than a friendship. He starts to write a letter to the women to express his feelings in which he frequently stops to think. This story opens up in a seductively non linear fashion reflecting the memory of the professor of their meeting which than recalls a childhood memory in which a piano is played by a girl whose face he cannot see. The professors thought is occasionally interrupted by different stories which are taking place around him. Is the man actively conducted to music he is both listening and reading to a musician or just and excited music devotee? Why is the man sitting on the opposite side ripping stories out of the newspaper? Why are the soldiers and their commander on board? The commander sits opposite of the Professor whereas his men are standing in the corridor talking to a pretty young female of an Albanian family who cannot afford seats in the First class car. The attention of the professor diverts to the female. He shows an act of kindness which awakes him from his fantasy and from his memory and even from the ignorance of the world. He is not the only one to go such a change. The second story of Kiarostami reduces the tone with the introduction of some well portrayed character comedy as a woman makes her way through a train and grabs two seats one for herself and the other a young man whose name is Fillipo whom she continuously bullies like he is her son. She is woman with whom even a slightest disagreement would be a problem. One such unexpected result is the conflict over a mobile phone which surely prompts laughter. Fillipo meets a young girl from his home town which makes him to re think his own life decisions. This story is an examination of relationships and how status, duty and experience can shape personalities and lives. The true meaning of the woman’s journey whose exposure reveals the behavior of both her and Fillipo which leads to Fillipo’s decision which shows us the glimpse of weakness underneath her hard exterior. A few carts down are three young Scottish Celtic male supporters who are on their way to see a Champions League match. Many will quickly recognize that this is the story of Ken Loach and this story provides the significant jump in style as the language turns over to English. One of the issues here is communication but the ideas to the story are the themes of international solidarity and working class nobility very close to both Laverty and Loach. The lower class status of both the groups is decisive to the narrative. The three supermarket workers from Scotland whose employer has given a bag of sandwiches for their journey which their low income cannot afford and when one of the supporter lose their ticket, their problem increases. They cannot buy their way out with a credit car. They present the sandwiches as a gift when the trio starts a friendship with the Albanian family also mentioned in the first story. The friendship between the two groups soon is shattered when one of the Scot suspects the young son of the family to have stolen it. The recovery of the ticket is important as the owner may risk an arrest on his arrival in Rome. Their effort in recovering the stolen ticket and hearing the story of a family whose story of poverty surpasses theirs. They face them with an ethical problem motivated by the doubt that they may be being spun a well trained line. It is here that the significance of the title is most eagerly felt, where the ticket is more than just a means of traveling and becomes something that could actually change lives. The three different stories are associated by more than just the characters and the entire journey. They distribute thematic concerns of relationships, self awakening, social status and communication and explore these areas in different ways. The entire cast is brilliant throughout with actor Carlo Delle Piani playing the role of The Professor wonderfully assigning the thoughts of a man lost in the new and old memories. Gary Maitland, Martin Compston and William Ruane delightfully perform the role of the three Celtic Football Club supporters. The cast in Kiarostami piece is effectively striking with Filipo Trojano and Caroline Benvenga playing the girl whom he meets communication through their eyes. Through their eyes Filipo suggests a hidden sadness and gentleness where she suggests large and wide as an anime princess as they do with words. Conclusion If one compares the three different parts, the weakest tends to be of Olmi since it is far too inactive, inert and the object of liking of the main character is too weakly construed. The high point of the movie is Kiarostami story. A delightful and humorous observation of a lady who not willing to let go of a former soldier and self respect which is all of a sudden dissolved by the death of her husband who was an army general. She forces thing her own way and most of the time gets away from it. The story of Loach is typical of his style, an obvious heart for the working class and a bigger heart for the demoralized class. He ends the movie in a cheerful mood which is very good as Tickets is a magnificent celebration of the world’s three truest directors and putting their work in one movie is a joy to watch. This paper seeks to discuss what two philosophers say about feminism and the importance of what they have said or the effect of their ideas to the policy of life. The two persons are Mary Wollstonecraft and Simone de Beauvoir. Mary Wollstonecraft states that unwilling submission to any person, institution, or custom is not good to women as the same could limit, degrade and destroy the person. The philosopher in effect believes in reason so that she further asserts that infallible and God-given reason should control all human thought and action (Philosophy Professor, 2008a). In support for having reason, she further argues that women must have the freedom to cultivate reason, which she believes be to the key to self-improvement and social change. Wollstonecraft has also her strong belief in environment and education which shape character and morality. In support of her belief, she forwards that idea that education is the right of all humankind, including women, so that through education women can gain independence and equality (Philosophy Professor, 2008a). The ideas of Mary Wollstonecraft are very important to making policies on life particularly or equality of humankind regardless of gender because unwilling submission connotes lack of freedom and necessarily of reason. That education is important is beyond question since the same opens up the minds of people to knowledge about the truth that would lead them to perform their roles according to the dictates of said truth and reason. Her dream to have independence and equality is consistent with basic human rights. Simone de Beauvoir, on the other hand, believes that human beings tragically live under an ambiguous condition but still they must assume responsibility for the direction of their lives. She also believes that every person is originally free and that women have been compelled by men to be the second sex (Philosophy Professor, 2008b). Implying loss of freedom of women, there is strong basis for her assertion that historical and cultural conditions under which women have been oppressed should not stop these women from assuming their human dignity as free and independent persons (Philosophy Professor, 2008b). In other words, losing the freedom need not be a hopeless for she believes that not doing anything to restore that lost freedom that will lead these women to become free and independent indeed is an abject of failure for in the end fate is still a matter of choice. The philosopher’s position is important for it reasserts responsibility of humankind, not only women to whatever is happening to them. It can be concluded that each thinker had a part in having promoted the cause of feminism which basically include equality, freedom and independence. Mary Wollstonecraft may have put it more dramatically by describing what is not to have freedom by making an unwilling submission while Simone de Beauvoir essentially has pointed responsibility for lost freedom– that is if women suffer their fate, it was because of their failure to assume responsibility in invoking that lost freedom. While Wollstonecraft states the importance of education that would lead to opening up the minds of women to knowledge, truth and dictates of reason, Simone de Beauvoir was still assuming a freedom of choice to be reasserted by women because of her premise of human beings having to live tragically under an ambiguous condition. It could be deduced that both thinkers have their own followers who are led to the common objective of women to get what they deserved as human beings.
